My hair used to curl out, now it only curls in, why?

I'm a 21 year old male with medium length, thin hair and my hair used to curl out, but now it only curls in towards my face. It dries straight, also, not sure if that would contribute to this question... Are there any hair products, such as a type of shampoo or conditioner (without using a curling iron) that can change the direction in which my hair curls? I would cut my hair really short but it looks best at this length and I have been cursed with gigantic cowlicks.
